DECLARATION OF VACANCY OF CLERK OF COUNTY ASSEMBLY-CASB 12

 (1 VACANCY)

Duties and responsibilities

  1.  The Administrative Head of the County Assembly and adviser on all County Assembly legislative procedures, practices, convention and traditions to the Speaker, other Presiding Officers and Honorable Members.
  2. The Accounting Officer for the County Assembly
  3. Secretary to the County Assembly Service Board
  4. Responsible for implementation of all policy decisions and resolutions of the County Assembly Service Board.
  5. Responsible for enhancing public understanding and knowledge on County Assembly functions.
  6. The Principle Adviser to the Speaker in the exercise of all powers and functions that belong to the Speaker and through the Speaker to the House.
  7. Responsible for marshaling all legislative measures passed by the County Assembly.
  8. Coordinates external County Assembly relations, inter county relations and increasing public accessibility and awareness.

 

Requirements for appointments into this position

  1. Must be a Kenyan citizen.
  2. Holds a degree from a University recognized in Kenya or its equivalent.
  3. Has served in, and shown proven and enduring flair for Parliamentary/County Assembly legislative procedures.
  4. Has at least five years of relevant professional experience
  5. Demonstrate merit and ability as reflected in work performance
  6. Must have served in a senior management position

The following qualifications will be an added advantage:

  1.  A Master’s degree in the relevant discipline or its equivalent from a recognized institution will be an added advantage.
  2.  Senior management course or strategic leadership development program.
  3. Membership to a professional body or association.
  4. Proficiency in Computers and accounting systems.

DECLARATION OF VACANCY OF DEPUTY CLERK OF COUNTY ASSEMBLY-CASB 11 (1 VACANCY)

Duties and responsibilities

The Deputy Clerk will be answerable to the Clerk to County Assembly.

  1. Offering procedural advice to the Speaker on legislative procedures, practices, convention and traditions and to other presiding officers and Honorable Members.
  2. Coordinates external County Assembly relations, inter county relations, conferences and protocol issues.
  3. Overseeing proceedings of the House
  4. Preparing orientation programs for newly elected Members of County Assembly
  5. Assisting the Clerk in managing County Assembly administrative affairs.
  6. Responsible for enhancing public understanding and knowledge on County Assembly functions.
  7. Supervising and overseeing Committee Services.

Requirements for appointment into this position.

  1. Holds a degree in Social Sciences, Political Science, Law, Public Administration, Business Administration, Education or Economics from a university recognized in Kenya or its equivalent.
  2.   Meets the requirements of leadership and integrity as set out in Chapter Six of the Constitution.
  3. Has served in, and shown proven and enduring flair for Parliamentary/County Assembly legislative procedures.
  4. Has at least three years of relevant professional experience.
  5. Demonstrate integrity and professional competence as reflected in performance and results.

The following qualifications will be an added advantage:

  1. A Master’s degree in the relevant discipline or its equivalent from a recognized institution will be an added advantage.
  2. Senior Management Course or Strategic Leadership Development Program.
